I cannot see how I can sync my routes between the tablet and
pc.
I do not see anything that says cloud sync.

If by tablet you mean an iPad or Android tablet, all layers listed will be cloud-synchronized layers.
On your PC, cloud-synced layers will be listed without a path. If there is a filesystem path, it is not a cloud layer, and the path indicates where in your Windows filesystem an .NOB file is saved.
Any layers listed on your iPad or Android tablet will be listed in your Windows Coastal Explorer without a path, and should contain the same information as long as both systems have reasonable working internet.
