Unable to complete account setup

I setup an account a few days ago in order to get help with tide programs for all of our vessels. Since then I have purchased Coastal Explorer downloaded onto my personal computer for plotting and reference purposes. I want to setup my account so I can purchase charts but I keep getting a Code 400
